The 'steve' language...
Is steve a breve-only language, or does it get used for other things too?
I tried to search for more info on the language, but it looks like it's a spiderland-thing...
Who developed steve? Where does it come from, and can one find further resources about it?

As far as I know (I'm only a user of breve), steve is the language that Jon Klein wrote to work in breve, and it's only used in breve.
The main breve & steve documentation is at:

or in the download of breve.
The docs also say "Read the class documentation for more detailed information about each class. These class files are listed in Appendix A."
I think this is pretty much the only source of information and resources about it.

I did already download the spiderland documentation, and did some further searching, but couldn't find anything, so I guess your guess that Jon Klein did write the language itself is true.
